Federal agencies adjudicate hundreds of thousands of claims and disputes each year—well more than the federal courts—under an array of federal regulatory and benefits programs. Yet, with a few notable exceptions, adjudication remains largely absent from the regulatory reform debate. Drawing on the work of the Administrative Conference of the United States, distinguished academics, agency officials, and other experts will address adjudication in the context of the larger administrative state and possible reforms agencies and Congress might consider
