Five years ago this month, the Department of Education’s Office for Civil Rights issued a “Dear Colleague” letter regarding sexual violence that has reshaped how our nation’s colleges and universities respond to allegations of sexual assault and sexual harassment. Why did the Office for Civil Rights take action, and under what authority? Has the agency achieved its aims? How have campus adjudications changed since the letter’s release? Which aspects of campus response have improved, and which have worsened?
